Whats the deal with the tapped and plugged holes in the end of each head?(I assume for additional coolant flow, but why?) Is it done on both ends?

Stevo these where on a full blown drag motor,the reason for the holes is because had sheetmetal intake which does'nt have thermostat hole the lines run to a seperate housing,hence the holes being the point of orgin for coolant.heres a close set tp mine.
