are the fans on relays? if not that can be one thing. i had to run 4 gauge wire from the alt to the bulk head fitting and then 4 gauge from the bulk head to the starter and from the bulk head to the battery. it was a little over kill but that volt meter wouldnt move after that. a/c, brights, brake lights, flashers and the radio would be on and the needle would sit right undr 14 amps.
Most of the s10 voltmeters are inaccurate (mine runs at 12 when alt is putting over 14). Make sure on your voltage output on the back of the alt. You may have a voltage drop situation. http://www.s10v8.com/images/smilies/icon_cool.gif

If you are finding the 11 volts with a multimeter, where are you checking at? Or is it 11 volts everywhere? If so, maybe the new alternator is a POS. Not likely the belt is slipping. To eliminate the possibility that you've got resistance (bottleneck)(bad connection) in the wiring system, I'd nick the power wire near the alternator and also check the voltage right there while the system is fully loaded down.
