pinion angle shims & lowering block

I'm adding 4 degree shims to my rearend. I already have 3" lowering blocks installed. Should the new shims go on top or bottom of the block?? Does it matter??

I put mine closest to the rear housing.

the angled shim should sit directly under the spring pad under the axle-housing
