Computer eliminator

I was reading a post today, and I saw something about a computer eliminator kit for my 700r...can someone give me a little more explanation of what it is and if I will need it?

TCI.makes/sells a torque converter lock-up kit Jegs sells it as part no.890-376600. If you go to TCI.com you can look at instalation instructions I believe TCI number is 37660
